The UK's media regulator Ofcom has formally extended its broadcasting code requirements to streaming services, marking a significant shift in how digital content platforms are regulated. Netflix, Amazon Prime Video, Disney+, and other services with over 500,000 UK users must now comply with accessibility and editorial standards previously applied only to traditional broadcasters.
Under the new framework, streaming services are required to provide subtitles for at least 80% of content, audio descriptions for 10%, and signed content for 5% of their offerings. These accessibility requirements aim to ensure that viewers with hearing and sight impairments have equitable access to streaming content across major platforms.
Additionally, platforms exceeding the 500,000-user threshold must maintain standards for accurate and impartial news coverage. This provision brings streaming services into alignment with traditional broadcasters' editorial obligations, ensuring consistent regulatory expectations across the media landscape regardless of distribution method.
